The Geneva International Centre for Humanitarian Demining (GICHD) is pleased to invite Consultants to submit an application for the provision of the services described below as per requirements set out in this request for offers (RFO).

By participating in this RFO (e.g., by submitting an offer), you agree to the following terms:

This RFO is not a contractual offer and does not create any obligation on the part of GICHD to award a contract or to accept any offer. GICHD reserves the right to reject any or all offers, to withdraw or amend this RFO at any time, or to cancel the procurement process without providing reasons and without incurring any liability towards the participants.

GICHD shall not be liable for any costs or expenses incurred by the participants in connection with the preparation or submission of an offer.
•
GICHD is under no obligation to provide feedback or explanations regarding the selection or rejection of any offer.
•
Evaluation of offers will be at the sole discretion of GICHD.
•
GICHD reserves the right to negotiate the terms of any offer or contract, including price, scope, and timelines, with any participant.
•
This RFO and any related process shall be governed by the laws of Switzerland and subject to the exclusive jurisdiction of the courts of Geneva, Switzerland.

REQUIREMENTS
Specification of Services
GICHD seeks offers for the provision of two consultancy services by National Agriculture, Food Security and Livelihoods experts to support the GICHD–FAO project on integrated mine action and agri-food systems recovery in South Sudan and Syria.
The consultants will provide technical support to ensure that agricultural systems, rural livelihoods and food security considerations are integrated into the project’s policy framework, rapid analysis and locally led portfolio of solutions.
The services shall include:

Support to the interpretation of overlaid mine action, agriculture, food security, displacement and land-use datasets;
•
Development of agriculture- and livelihood-relevant criteria for prioritising areas for integrated mine action–FSL interventions;
•
Technical inputs on agricultural potential, soil and land suitability, livelihood systems, food insecurity, displacement/return dynamics, seasonal calendars, transhumance patterns, fisheries seasons and flood/drought risks;
•
Identify and interpret district‑ and subdistrict‑level crop production data, and apply them using the calculation formulas provided in FAO literature and guidance materials
•
Contribution to a rapid analysis on the impact of EO contamination on agricultural production, access to productive resources and rural livelihoods in selected geographic areas;
•
Based on security considerations on the ground, conduct either in person or remote focus group discussions with EO-affected populations to understand the impact of EO contamination on their food security, as well as agriculture and livelihood systems;
•
Identification of context-specific post-clearance agricultural and livelihood solutions for different livelihood systems and geographies;
•
Mapping of local actors who could support or implement post-clearance solutions;
•
Analysis of feasibility, sequencing requirements, risks and safeguards for proposed solutions, including conflict sensitivity, HLP, gender, disability and displacement-related considerations;
Timing
The assignment is expected to require up to 37,5 working days per consultant per country. The indicative implementation period is August to September/October 2026, subject to confirmation at contracting stage.
Expected deliverables:
•
Deliverable 1: Inception report setting out the methodology that will contribute to the broader project analytical framework, including: options for data collections based on the security situation on the ground, proposed list of stakeholder consultations, and workplan. The report shall also propose criteria for identifying and ranking areas where mine action could contribute to agricultural recovery and livelihood restoration, in consultation with GICHD and FAO.
•
Deliverable 2: Rapid analysis report on EO contamination, agricultural production and rural livelihoods including differentiated impacts across population groups and livelihood systems in selected areas identified under Deliverable 1.
•
Deliverable 3. Locally led portfolio of post-clearance agricultural and livelihood solutions. A portfolio of context-specific post-clearance solutions, including type of solution packages proposed, target groups, local implementation actors, sequencing requirements with Mine Action operators, and risks/safeguards to their implementation.
Terms
Suppliers must agree to comply with GICHD’s Partner Code of Conduct General Terms and Conditions, and any donor-mandated compliance clauses.
Other requirements
•
The proposed expert must have demonstrated experience in South Sudan or Syria in agriculture, food security, livelihoods, rural development or related fields.
•
The proposed expert must be available to conduct consultations with national, state, county and local stakeholders, remotely and/or in South Sudan or Syria, subject to security, access and budget considerations.
•
The proposed expert must be able to work in English. Knowledge of Arabic for Syria (local languages are an asset); and relevant South Sudanese local languages and networks are an asset.
•
Experience with land-use planning, agro-ecological analysis, community consultations, GIS/data interpretation, conflict sensitivity, HLP considerations, gender/disability inclusion and displacement/return contexts will be considered an advantage.
•
Understanding of the mine action sector is an asset but not mandatory.
•
Flexibility and availability to adjust their schedule in line with any changes to the plan;
•
The supplier must comply with GICHD’s Partner Code of Conduct, General Terms and Conditions, and any donor-mandated compliance clauses.
PROPOSAL
The supplier shall provide a coherent, organized and clear proposal in response to the request. The proposal should at least cover the following items:

Description of how the requirements set out above will be met by the supplier and proposed workplan
•
The consultant shall submit a financial proposal that includes the estimated number of consultancy days required to undertake the assignment, the corresponding daily rate(s), and a detailed cost breakdown. The daily rate should include all anticipated travel expenses, accommodation, subsistence, and any other costs associated with the successful completion of the assignment. The proposal should clearly itemize all budget lines and state the total cost of the assignment.
•
For each consultant, the maximum daily rate is 150 USD. The number of working days is 37,5.
