Purpose of Activity/Assignment
The Regional Office Implementing Partnerships Management Expert will report directly to the Regional Risk and Compliance Manager to support the HACT Framework implementation in the Regional Office and the Europe and Central Asia Region, with focus on e
Tools, financial assurance and the overall partnership for implementation in the region.
The Implementing Partnership Management Expert provides professional technical, operational and administrative assistance throughout the programme cycle through the application of theoretical and technical skills in researching, collecting, analyzing and presenting technical information to facilitate the integration of HACT plans in all programming activities and to ensure the application of HACT and related organizational rules, regulations and procedures in the Regional Office and the Region.

Development of the annual assurance plan for the Regional Office and Bureau with strategies for the implementation.

Coordination of financial assurance activities with service providers.
Activities include: drafting terms of reference, overseeing the procurement process, assisting in the selection and issuance of purchase order, collecting required documents (face forms, programme documents, programmatic visits, etc.) and coordinating between service providers and programme and operation staff.2026 contract and purchase order for 2026 financial assurance is issued.2026 as per deliverable4 days
All required documents are gathered from programme staff and submitted to service provider.5 days
Etools engagements are created and scheduling of assurance activities is completed.7 days
Analysis of open action points from financial assurance activities and propose actions for their closure.
Coordinate with implementing partner and follow up on the actions taken as per the Action Points guidance.

Support and organization of the annual risk management network meeting and monthly webinars with focus on assurance.
Development of materials and knowledge management on HACT assurance and hold or support webinars / communication to HACT focal points.

Support on analysis, reporting and general tasks for the risk management and operations team as required, based on regional and organizational priorities.
The work of the Risk and Operations team is dynamic and interlinked with all other teams.
This requires ad hock analysis and reports.
The consultant is anticipated to support the team with professional expertise on average 3 days a month.

The Consultants will be home-based with no travel is foreseen at the moment.

Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables.
UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs are incomplete, not delivered or for failure to meet deadlines.
All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.

To qualify as an advocate for every child you will have…Knowledge/Expertise/Skills Required:
An Advanced University Degree (Master's) in Social or Management Sciences, Public Administration, Law, International Relations, Business Administration, and/or any other relevant technical field is required.
May be substituted with university degree and 2 additional years of experience.
A minimum of 2 years of progressively responsible work experience in accounting, financial management, economics, statistics or business administration.
Strong analytical and presentation skills.
Experience working with the UN and/or NGO in emergency settings is considered an advantage.
Excellent written and spoken skills in English.
Knowledge of another UN language is considered an asset.
Strong familiarity with UNICEF system, including in
Sight, Power
Bi, Share
Point.
Expert knowledge of e

Confidence working with basic statistical information.
Good inter-personal and communication skills.
