Existing CELFF materials already highlight CELFF’s role in advancing workforce participation, women’s economic empowerment, and the professionalization of the early childhood education and care (ECEC) workforce, but require some further concrete links to situate CELFF within broader national, regional (e.g. EU), and global skills strategies. This work will contribute to CELFF’s positioning as a flagship UNICEF initiative that usefully connects ECEC, employment, and skills agendas.\nThe consultant will develop a concise framing note (5-7 pages) and a brochure (4-5 pages) that connect CELFF as a catalytic financing platform with the jobs & skills agenda.\nKey tasks:\n1. Content framing\n•\nDraft narrative linking ECEC financing to skills development & job creation (labour market participation, workforce readiness, ECEC workforce training, human capital development, care economy, etc.).\n•\nReview EU and global skills strategies to integrate in CELFF’s existing materials\n2. Strategic messaging\n•\nDevelop clear, user-friendly messaging (tailored to specific stakeholder group – such as IFIs, philanthropy, etc.) that emphasizes CELFF’s contribution to both ECEC, jobs creation and skills development.\n•\nIdentify 3-4 headline messages for use in the brochure and related communications.\n3. The Digital Data Analyst will support the IG team remotely, a highly committed and performance-driven team, responsible for overseeing a fundraising program that delivers over one billion dollars of income every year.\nThe Digital Data Analyst will be responsible for implementing and developing complete and complex data models for donor acquisition and retention that will become a global standard for UNICEF IG team. The overall objective of the Digital Revenue Strategy is to increase net income and donations through improved digital capabilities, integrating digital channels to support activities such as telemarketing, face-to-face fundraising, DRTV, telethons, etc. This is enabled by a strong understanding of our audiences and the audience's journey across these channels, both offline and online.\nThe selected applicant will work as a Digital Paid Media consultant, empowering and enabling international UNICEF markets to independently drive profitable and scalable performance marketing, digital fundraising, and paid-advertising operations on owned, earned, and paid media channels, such as AI Chat Bots (Claude, Chat GPT), Meta, Google, Bing, TikTok ads, and more, with a primary focus on net income generation, profitably, at scale, and in the shortest amount of time. The person will enable, empower, manage and oversee paid media ad operations in UNICEF markets to expand their income portfolio holistically, provide the technical know-how to assess and develop performance marketing strategies, and the necessary skills to deliver them within their markets, and assist in disseminating that knowledge to other UNICEF markets. Guided by the OECD/DAC humanitarian evaluation criteria for humanitarian action1, the synthesis will consolidate findings from evaluations, reviews, and other evaluative products, to identify strengths, limitations, and priority areas for improvement in emergency preparedness and response.\nUnder the supervision of the Evaluation Team, and in collaboration with regional stakeholders, the synthesis is intended to strengthen the analytical grounding, coherence, and practical relevance of humanitarian action in upper-middle-income and high-income country contexts (UMICs/HICs), where humanitarian needs often emerge within complex institutional environments characterised by strong state capacity, established service delivery systems, and diverse implementation modalities.
